The obsolescence of Thailand's managing system

The obsolescence in the system is causing an inefficiency management in Thailand’s educational system. The cause for that the government is not doing anything to solve this problem is
that they thought developing the system is not beneficial to the government and ruling class. If there is an improvement in the system, then the people will start resisting the government. Because the people will feel that they were betrayed by the horrible things the government has done or has not done for their people, so the government has chosen to do nothing about the obsoleted system at all.
